NATO Village Security Zone
As the City of Dayton and the Dayton Police Department continue to plan for the NATO meeting in May 2025, we will routinely release information to the public as to the impact on the downtown Dayton community. Planning an event of this size and duration involves coordination with many different local, state, and federal entities. The location and the extended timeframe of this event will impact the downtown area regarding vehicle and pedestrian accessibility. The current map identifies the area with limited vehicular accessibility during the event. This is not a finalized plan – changes may occur as warranted by the security situation as we get closer to NATO’s arrival to ensure all visiting delegates and dignitaries, as well as all of our community members, are protected.
Important Information from the Dayton Police Department
As we continue to develop the footprint for NATO, we will provide updates on where the pedestrian access points will be located and how to access specific businesses and buildings. While some businesses and buildings will not have vehicle access, ALL buildings and businesses in the shaded area will have pedestrian access. The Dayton Police Department will reach out to all businesses and residents in the impacted area in the upcoming weeks to answer questions and provide more details on the specific impacts to their building

FAQ
What is the NATO Parliamentary Assembly, and why is it coming to Dayton?

The NATO Parliamentary Assembly was created in 1955 to serve as a link between the North Atlantic Treaty Organization (NATO) and the parliaments of the now 32 NATO nations, with the most recent additions being Finland (2023) and Sweden (2024). The United States has not hosted a session since the Annual Session in Orlando, FL, in the Fall of 2003. The U.S. has never hosted a Spring Session of the Assembly until Dayton 2025, commemorating the 30th anniversary of the Dayton Peace Accords.
What should residents of Dayton and surrounding communities expect when the Assembly is in town?

Downtown Dayton will be transformed into “NATO Village” for the entirety of the session. Restricted road traffic, limited pedestrian walkways, reduced public transit options (including RTA, taxis and ride-sharing apps) will be impacted. Additional details as they become available will be communicated to the public via www.natopa-dayton2025.org

What is the impact to residents living within NATO Village?

Dayton residents who live within NATO Village will have access to their residential building throughout the session. Residents will be advised on specific procedures regarding their buildings, including parking restrictions, identification requirements and access points.

Can anyone attend the Assembly sessions?

No. Only credentialed individuals are allowed to access NATO Village and attend the Assembly sessions. This includes session participants and members of the media.
How many people will be coming to Dayton?

Approximately 300 parliamentarians from the 32 NATO countries will be arriving in Dayton for the session. Their families and staff are welcome to join. Additionally, U.S. officials, invited guest speakers, and staff will join. The total approximate number could be 1,000.

Where will it be held in Dayton?

The committee sessions and plenary will be held at the Benjamin & Marian Schuster Performing Arts Center, the Victoria Theatre, and CareSource facilities in downtown Dayton.
What parts of downtown Dayton create “NATO Village” and when will that begin?

The perimeter of “NATO Village” is Monument Avenue, Wilkinson Street, 4th Street, and St. Clair Street. (See map here) All vehicular traffic within that perimeter will be restricted. Pedestrian access within that perimeter will be limited. Restrictions for NATO Village will begin on Wednesday, May 21st and end on Tuesday, May 27th. The NATO Parliamentary Assembly Spring Session goes from May 22nd to May 26th.

What is the impact of businesses and buildings operating within NATO Village?

Businesses and commercial building owners will be individually contacted by the Dayton Police Department to discuss potential impact to their operations. Dayton Police Department is initiating those meetings and will present business and building owners with options. Access to commercial buildings and businesses that choose to remain open during the Assembly’s time in Dayton will be maintained.
